Why

Dove milk chocolate needs a separate answer from Dove dark for one reason: the milk chocolate line is where the actual gluten-containing products live.

The plain bar's panel is clean. Dove Promises Milk Chocolate is published as milk chocolate: sugar, cocoa butter, skim milk, chocolate, milk fat, lactose, soy lecithin, artificial flavour. Declared allergens are milk and soy. Nothing grain-derived. The caramel variety adds corn syrup, palm oil, milkfat, salt, potassium sorbate and artificial flavour, again with milk and soy as the only declared allergens, corn syrup, not a wheat-derived syrup, which is worth noting because caramel fillings are a common place for gluten to hide and this one is clean.

Two varieties are genuinely out. Beyond Celiac's candy guidance clears Dove flavours except milk chocolate cinnamon graham and cookies varieties. Graham means graham cracker and cookies means biscuit; both are wheat. This is not a cross-contact caveat, those products contain gluten as an ingredient. Anything called Cookies & Creme, cinnamon graham, or carrying visible biscuit pieces is a straight no, and it sits on the same shelf in near-identical packaging to the plain milk chocolate.

Mars will not certify any of it. Mars Wrigley's stated policy, in consumer-care correspondence republished by celiac advocates, is that it does not label its chocolate products gluten-free, because they either contain gluten, run on machinery that also handles gluten, or are made in facilities using gluten elsewhere. Mars explicitly adds that a product is never labelled gluten-free regardless of whether it carries a "may contain" statement, since it cannot guarantee the status despite its cleaning protocols. Mars also states it keeps no list of gluten-free chocolate products.

That last point matters more for milk chocolate than for dark. Because the milk chocolate line demonstrably includes biscuit-containing products, the shared-line question is not hypothetical. The gluten is in the same building, on the same brand, in the same format.

No testing to the threshold. Gluten Free Watchdog (an independent subscription testing service, not a celiac organisation), files Dove Promises Milk Chocolate as not labelled gluten-free and carries a product test report for it (results subscriber-only). Without a claim there is no commitment to the FDA's under-20-ppm standard.

Celiac disease: your decision, made with two facts. First, the plain bar contains no gluten ingredient. The risk is trace cross-contact only. Second, Mars runs biscuit-containing chocolate and refuses to guarantee separation. If you are newly diagnosed, symptomatic, or eating chocolate daily, take the certified option below. If you are stable and this is an occasional Promise, the practical risk is low but genuinely not zero.

Non-celiac gluten sensitivity: plain Dove milk chocolate is a reasonable choice. Avoid the graham and cookies varieties, which contain wheat outright.

Wheat allergy: wheat is a declared US allergen. Its absence from the "Contains" line on the plain bar and the caramel variety means wheat is not an ingredient in either. The cinnamon graham and cookies varieties will declare it, read the specific bag, because the packaging across the Dove range is very similar.
